Because of this, Seijika makes it a philosophy not to waste his breathe, and so all that he says is usually concise, and he always watches what comes out of his mouth. Seijika is practically emotionless and usually does not make any emotional responses. The only time people can sense a small bit of annoyance in his face is when Seijika overhears a conversation about government and politics. On the other hand, Seijika can be a great actor when needed, and his impersonations are almost perfect.

Truth be told, most people considered him to be too skinny, and although he has a small body, the thin legs and arms cloak great strength. Of course, his most defining trait is his face, covered with a meticulous design of face paint. Upon closer inspection of his face, one can conclude that the texture of Seijika's face show some troubled times. Although his clothing is impractical for fighting, Seijika still wears the traditional clothing that he wore as a politician. On the other hand, he uses the loose clothing to hide many weapons, kunais mostly.

Although Konoha is a strong and powerful yet peaceful village, it is only a pawn of the larger government of the Fire Country. Seijika's parents both worked in the heart of the government where many of their peers respected them, and many of their peers didn't respect them as much. However, due to the dangerous nature of their work, they sent each of their four children away from the capitol to whatever village they had a relative living in. Seijika, the youngest of the four, was born in the capitol, and when he turned five, his parents sent him to an uncle living in Konohagakure. Seijika's brothers, twins, were sent to Kumogakure, working as police captains, and his sister was sent to the Wind Country, where she worked as a representative of Sunagakure.
Seijika's uncle lived in China for a good portion of his life, and so he dedicated his life to martial arts and teaching it. To continue his commitment, he opened a dojo in Konoha where he ended up teaching younger children martial arts. Seijika began his training at the dojo the day after he arrived. The children that trained under Seijika's uncle graduated from the academy at least one year early, and Seijika was no exception. He took advantage of his strong, physical background and graduated from the academy at age eleven. But even when he graduated from the dojo, he learned more martial arts from his uncle, specializing in the Ba Ji Quan and the Pi Gua Quan style. In fact, Seijika trained more under his uncle than from his Jounin leader. When Seijika turned twelve, his uncle started to teach him many jutsus that he had developed himself because he had just found out that Seijika's chakra-type was the exact same as his. Unbeknownst to Seijika, all of these jutsus were unregistered.
At age thirteen, he entered the chuunin exams. At first, most people laughed at the idea that someone so young as him would even think about entering. Due to his quiet nature, Seijika said nothing and made no emotional responses to the numerous insults and threats. Seijika passed the first part of the exam easily with the help of his teammates. In the second part, he and his teammates finished in only five hours. Then came the preliminaries, whose purpose was to cut down the number of remaining genins to eight. This was when he learned the deadlier techniques of his uncle's style, combining both his taijutsu and his ninjutsu.
After the month had passed, the chuunin exam tournament began with the big ceremony. The only thing that Seijika noticed were the numerous shoguns from all over the world. Their position in the political realm struck a great deal of awe in Seijika's heart, and, from that day, had dreams of becoming a politician. But for the case of winning the chuunin exam tournament, Seijika postponed the thoughts for a later time. In his first match, Seijika easily defeated his opponent due to the nature of the Ba Ji Quan style. In the second match, the same thing happened. The championship round was a little more troublesome for Seijika. However, Seijika decided to use one of his newly learned techniques on his opponent. The poor boy went down immediately and died two minutes later. What baffled the medical nins upon reviewing the autopsy was how the boy died. The autopsy clearly showed that the boy died from cyanide poisoning, and the only way that could possibly kill the boy like that was to breathe in cyanide gas exhaled from the user, something that the medical nins were positive didn't happen at all. Even the spectating kages were baffled as to how the cyanide even got into the boy.
Nonetheless, the kages decided to promote him to a chuunin despite what happened at the tournament. However, Seijika knew that the Hokage was keeping a watchful eye on the new chuunin. The Hokage even tried interrogating Seijika and his uncle, but to no avail. Because of this, Seijika decided not to use any of his uncle's jutsus as to prevent any potential problems. But even as a messenger, Seijika would still get into some fights, and he knew that his every move, and every handseal that he made, was being watched carefully.

The Hokage used the promotion as an excuse to further study Seijika's unique abilities, and so the Hokage sent Seijika on numerous, dangerous missions with an observant close by. Seijika one day talked to his uncle and laid down any thoughts that troubled him. Nodding at each problem, his uncle finally proposed a solution. Here was where Seijika learned about his parents, a topic that Seijika never bothered to bring up for almost eleven years. Having learned of their death ten years ago, only a year after Seijika was sent away, Seijika then decided to become a politician. His uncle supported the decision mostly because it was the quickest way to leave Konoha and dissuade the Hokage from spying on Seijika. It would normally take a normal person about a year to emigrate from Konoha (not including banishment), but it would take a prospective representative of Konoha only a month maximum to move to the Fire Country capitol. Seijika applied for the job and moved out of Konoha within three weeks. He was a jounin for only a year.

Normally, building a large sphere of influence takes decades. It took Seijika only five years to build an empire of power that rivaled his fellow representative's empire. At first, this was overlooked, but the representatives started to see this as a threat to their own power. At first, they tried to get rid of the man by assassination. Each attempt failed miserably, for either Seijika or his bodyguards defeated the foolhardy assassins. By the time the representatives realized that assassinations were futile, they had already put their second plan into motion. The House of Commons and the House of Shoguns both summoned Seijika to a court of justice. On Seijika's 24th birthday, both houses unanimously found Seijika guilty of assassinating key figures in government and sentenced the convict to death. However, Seijika easily escaped from his cell and fled the capitol.
To signify that he wasn't a politician anymore, he shaved off his neatly kept hair and put on face-paint, modeling the design after a fallen general in a Chinese Opera he once watched. Nonetheless, it was possible, and Seijika found himself in Suna within the hour. Getting in took a little less time than usual since it was winter, the season that made Suna a good vacation spot.
Winter only meant that the temperature would occasionally reach comfortable levels. The usual articles of clothing did not change in order to combat the ever so fierce sandstorms. To Seijika, Sunagakure was one of the most fascinating cities. The buildings archetectually looked simply, and yet they proudly took advantage of sand's chemical properties.
Seijika walked along the streets and browsed through some of the shops, hoping that he would meet his sister along the way. And he did, for she stood in the village square, holding her newborn child. He walked over to the woman, patted the baby on the head, and smiled at her.
"Come to ask another favor?" she asked, knowing that the answer would be "yes."
Seijika chuckled, "Where's the best place to ask?"
His sister rolled her eyes and beckoned him to follow her into a large facility, where her office was.
